Sri Lankan Government Shall Conduct Investigation On The Intimidation Against Human Rights Defenders
The Commission for The Dissapeared and Victims of Violence (KontraS) – a human rights non governmental organization based in Jakarta, Indonesia would like to give our condemnation relating with the intimidation against human rights activists in Sri Lanka : Prasanga Fernando Â who is an activist of " Street Protest " and K. J. Brito Fernando – an activist of the Right to Life Human Rights Center Families Of the Disappeared.
The intimidation was coming from unknown person who sent the head of dog in each activist house. Mr. Brito and Mr. Prasanga received the threat in similar way. First, Mr. Brito received the freshly cut the head of dog with the blood inside the polythine bag hanging in the gate of his house on 4th December 2014, while Mr. Prasanga received the head of dog in a parcel in his garden and it was a small dog’s head cut off from neck. Afterwards, on 7th January 2014, both human rights activists also received two threatening calls.We are afraid this threat and intimidation is given to them because of their great work for human rights.
We believe that in this case, the Government of Sri Lanka has the responsibility to protect the rights and protections accorded to human rights defenders which stated in the Declaration of Human Rights Defenders. The Government shall give the enabling environment for the human rights defenders to conduct human rights work individually and in association with others and also to seek the protection and realization of human rights at the national and international levels.
As part of the United Nations, we acknowledge the Government of Sri Lanka has responsibility to give protection for its citizen under International Law. Furthermore, the Government has also ratifying international core of human rights Conventions which give more responsibility to the government to protect the right to work in safe condition and shall take appropriate steps to safeguard this right as stated in article 6 of the ICESCR.
Based on the above mentioned fact, we would like to urge the Government of Sri Lanka to give protection to human rights defenders within the nation including to provide preventive mechanism to protect the Human Rights Defenders from all form of violence and intimidations, and also to provide and conduct the impartial investigation relating to this case. The Government shall prove its commitment to protect the right to life and right to work under conditions safeguarding fundamental political and economic freedoms to the individual.
This case has raising the awareness of civil society around the world. We deeply concern regarding this case and respectfully urge the Government of Sri Lanka to immadiately follow up this case.
