Condemning Police Brutality against the Supporters of Persija Football Club
in West Java Province of Indonesia
The Commission for the Disappeared and Victims of Violence (KontraS), and Jakmania, the supporters of Persija Jakarta Football Club, togegther with the victims of police brutality, condemn the brutality and deplore the use of excessive force by the West Java Provincial Police of Karawang Regency, Purwakarta Regency, and Bekasi regency, in providing security against Persija’s supporters at kilometer 66 of Cipularang Highway.
The excessive use of force, including the use of firearms, one of them is firing tear gas into the bus of the Persija’s supporters. As a result, a supporter, namely Rian Hermawan, was shot in the right hand, and dozens supporters, were injured by tear gas, beaten, and stoned by the police.
The use of force by the police is regulated in the Chief of National Police Regulation (called Peraturan Kapolri / Perkap) No. 1 of 2009, states must use a clear measure, as provided in Article 8, Paragraph  action offender or alleged offender may be instantly cause severe injury or death to police officers or community, subsequently the police officers do not have any alternative to defend or prevent the offenders, reasonable and make sense to stop the offenders or alleged offenders. In Addition Paragraph 2, states the use of firearms is a last-ditch attempt to stop the act of criminals or suspects.
Furthermore, Article 15 states before shooting, the police also have to make sure a warning shot to the air or to the ground, with high caution to demoralize the perpetrators, and provide a warning before open gunfire to the offenders or protesters. Police must also make a detail report on the evaluation of the use of firearms, as it is defined in Article 14 Paragraph 2.
Based on the above-mentioned fact, KontraS, Jakmania, and Victims of police brutality demand :
- Chief of National Police, General Pol Sutarman to dismiss without honorable discharge the Chief of West Java Police Commander, Inspector General Iriawan, the Chief of Karawang Police Resort, Adjunct Senior Commissioner Tubagus Ade Hidayat, the Chief of Purwakarta Police Resort, AKBP Hari Slamet and the Chief of Bekasi Police Resort, Commissioner Pol Isnaini Ujiarto, due to their responsibility of the brutality of the police officers at kilometer 66 of Cipularang Highway, against the Jakmania’s supporters.
- The National Police Headquarters, in this regard, should immediately conduct investigation to the brutality of the national police.
- West Java Police, to pay all medical expenses and damages incurred as a result of the police brutality against the Persija’s supporters.
